Page view tracking on the Legal Center finally fires reliably

The view tracker on the Legal Center was silently failing for a portion of page loads. Stats looked patchy in the dashboard and we had no easy way to tell whose policies were actually being read.
Two things were going wrong. First, the tracker payload was missing the page_id and project_id fields under certain navigation patterns (specifically SSR-then-soft-navigate sequences), and the receiving endpoint silently dropped those payloads. Second, the tracker endpoint was being intercepted by the SWR caching layer, so successful tracking requests were not always making it to the backend.
Both are fixed. Every page load on hub.termerly.com now records the right metadata, and the resulting view counts should match what you see in your real visitor analytics.

Is the tracker configurable per project? We have one Legal Center that we cannot collect any view data on for compliance reasons. Need a clean opt-out.
