Open Graph images on the Legal Center embed as data URIs

Open Graph previews are how your policy pages look when someone shares the link in a chat app or a social platform. Previously the Legal Center generated the OG image at a CDN endpoint, which meant social previews could intermittently fail if the CDN hop was slow or transient.
OG images on the Legal Center now embed as data URIs directly in the page <head>. There is no network hop on the consumer's side — the image is right there in the HTML. Previews are deterministic, fast, and they never silently fail.
A small bonus fix: the canonical siteUrl config key was renamed to the standard name used across our other apps, so configuration is consistent end to end.
