Legal Center TOC entries restored, scroll-spy works again

The Legal Center table of contents on the right side of every policy page had two regressions:

  • Missing entries. Certain section headings in the document body were being skipped by the TOC, so readers thought a section was missing when it was actually right there if you scrolled past it.
  • Stuck scroll-spy. The active-section highlight in the TOC occasionally stopped following the scroll position once you got past the middle of a page.

Both are fixed. Every heading shows up in the TOC, and the active-section highlight follows your scroll all the way through the document. Easier to navigate long policies, easier to deep-link to specific sections.
