Two more AI providers are now fully rolled out

Two of our supported AI providers moved out of beta. If you saw them flagged "beta" in the provider picker last week, that flag is gone — you can use either for policy generation alongside the rest of the providers we support.

As part of the same release we shipped two related fixes:

• published_at now records the correct moment a page is approved and published. Previously it was occasionally being set to the moment the draft was created, which confused the "recently published" filter and the changelog feed.
• The Legal Center page list dropped an obsolete row action that used to live in the admin (a feature that was never finished and was confusing to discover). Less clutter, fewer questions.
