Hreflang no longer points at nonexistent /es paths

The feedback portal emits hreflang alternates so search engines understand which locale a page targets. The previous output included alternates for /es/... paths even though the portal does not have a Spanish locale — those /es/ URLs returned 404.
Hreflang now only declares alternates for locales that actually resolve. Search engines stop chasing the dead links, the audit reports go green, and the crawl budget is no longer wasted on 404s.
