A lighter, more accessible first render for anonymous visitors

Browsing the public roadmap without signing in is now both faster and friendlier to assistive technology.
We replaced several heavy interface pieces on the landing with lighter equivalents for first-time, signed-out visitors:
- The desktop navigation is now a simple set of links that clearly mark the current page
- The mobile menu uses a native picker that's quicker to render
- The expand panel and the sign-in / sign-up dialogs only load when you actually open them
Beyond speed, these changes improve accessibility: the current page is announced correctly, and the icon controls now carry proper labels for screen readers.
The net effect: the page does less work before you can read it, and it's more usable for everyone, however you navigate.
